On September 11, 2021, the 2021 annual working conference of National Engineering Research Center for Inland Waterway Regulation was successfully held in conference room 205 of Changjiang Waterway Institute of Planning and Design. Presided over the meeting by the Li Yibing, who is the Vice Director of the Changjiang Waterway Bureau. Chongqing Jiaotong University, Changjiang Waterway Institute of Planning and Design, Changjiang Waterway Regulation Center, Shanghai Estuarine and Coastal Research Center, Changjiang Hydrographic Survey Center, Changjiang Waterway Survey and Design Institute (Chongqing) co., LTD., with other 35 experts and representatives to attend the meeting. 11 key members of the center attended the meeting, including Zhou Jianting, the Vice President of Chongqing Jiaotong University, Li Wenjie, the Vice Director of Science and Technology Department, Yang Shengfa, the Dean of the College of River and Ocean Engineering, Hu Jiang, etc.
First of all, Li Yibing, the Deputy Director of Changjiang Waterway Bureau, introduced the participants. He Chuanjin, the President of Changjiang Waterway Institute of Planning and Design, delivered the welcome speech. Liu Huaihan, the Chief Engineer of National Engineering Research Center for Inland Waterway Regulation, introduced the development plan of the center in the “14th Five-year” Plan. Introduced the current development status, major technical innovation and results, problems, on the basis of analyzing the developing situation of traffic demand, has been clear about the “give full play to the scientific and technological innovation for the development of the channel to support the leading role, provide decision-making consultation and technical support for the national major strategic implementation such as traffic power, and promote industry technology progress”. The main tasks and five guarantee measures of enhancing independent innovation capacity, strengthening the transformation and application of achievements, cultivating innovative personnel, improving the level of opening and cooperation, and consolidating the science and technology innovation base were put forward, which pointed out the direction for the development of the Center. At the meeting, representatives of all parties made suggestions and suggestions on the direction and detailed rules of the “14th Five-Year” Plan and carried out discussions.
Hu Jiang, the Deputy Director of National Engineering Research Center for Inland Waterway Regulation, introduced “The plan of waterway transportation infrastructure long-term performance science network construction”, including the ministry of transport project background, the preliminary plan, organization structure, and a preliminary plan, report to the Chongqing Jiaotong University joint units for waterway facilities network project work independently. Each participating unit introduced the tasks undertaken, work preparation and implementation suggestions. Li Wenjie, the Deputy Director of science and Technology Department, and Liu Huaihan, the Chief Engineer of the center, put forward suggestions on the technical orientation, scientific problems, research focus and demonstration function of the scientific observation network.
Yang Shengfa, the Executive Deputy Director of the Center and the Dean of the College of River and Ocean Engineering, introduced that the annual conference of the Center in November 2021 is not only a summary conference of the 10th anniversary of the center, but also coincides with the 70th anniversary of Chongqing Jiaotong University. It is a conference connecting the past and the future. At that time, the Ecological Waterway Academic Conference will be held, and well-known domestic and abroad scholars will be invited to carry out discussions, providing reference for the construction of the center's ecological waterway in the future. Then, the Dean Yang reported the plan of center that applying for national awards and the work arrangement of planning national large-scale scientific research projects.
In the final, the Vice President Zhou Jianting recalled that the National Engineering Center under the joint construction of the Changjiang Waterway Bureau and Chongqing Jiaotong University has made concerted efforts to create a good situation, put forward the “14th Five-year” plan with high requirements, high starting point and high station, strengthened forward-looking basic research, relied on the construction of scientific observation network, and gathered green ecological civilization, fully promote scientific and technological innovation and focus on the core construction of national projects, national awards and national talents.
Li Yibing, the Deputy Director of Changjiang Waterway Bureau, pointed out that the state attaches great importance to the vigorous development of shipping industry along the Changjiang. In recent years, in the name of the Office of the Central Committee of the Communist Party of China and the Office of The State Council, The State Council has issued "two Outlines and one Opinion" and promulgated the Yangtze River Protection Law. The center should follow the national strategy and make the “14th Five-Year” plan. Basic research and data support for long-term performance monitoring and prediction of waterway engineering should be done well in scientific observation network engineering.
